Every crossing in the emirate happens inside a framework of asset-owner requirements. Abu Dhabi Municipality governs work in the road corridor: no-objection certificates, approved traffic management, working hours, reinstatement standards and inspections. ADNOC brings its own HSE and engineering regime for work near or crossing petroleum infrastructure, including proximity rules and crossing-specific approvals that are among the most demanding in the industry. TRANSCO and ADDC set clearance, depth and protection standards for power transmission and distribution assets, and ADSSC does the same for the sewerage network.

What does this mean in practice on an HDD project? It means the bore design is submitted and approved before mobilisation, with the profile demonstrating required clearances to every recorded service. It means trial pits and utility scans verify records before the pilot bore begins, because records and reality do not always agree. It means method statements, risk assessments and emergency response plans written for the specific crossing, not photocopied from the last one. It means guidance data logged through the bore and an as-built profile handed over at completion, proving the pipe is where the approval said it would be.

Behind the project-level paperwork sits the corporate layer: ISO-certified management systems, registrations with the Abu Dhabi Chamber, the Department of Energy, ADDC, ADSSC and Musanada, and prequalification maintained year after year.

We hold this framework as a working advantage rather than a burden. Contractors fluent in the approval process move through it faster, mobilise sooner and surprise their clients less. In this market, compliance is not the tax on the work. It is the work.
